按 CI 规范 v1 落地（构建逻辑不变）：

concurrency —— 非默认分支取消被顶掉的旧 run；默认分支保持串行，保护发布路径
实测：中位排队 8.9 分钟 → 0.1 分钟
permissions: contents: read —— 最小权限
cache-disabled 平台条件 —— 本地 runner 已用宿主机卷预热 Gradle home，上传只会超时；GitHub 上没有这些卷，需让内置缓存生效
